General ROM tools:

ROMS (links wont be posted, use this thing called "Google")

Pokemon Red Version
Pokemon Gold Version
Pokemon Silver Version
Pokemon Crystal Version
Pokemon Ruby Version
Pokemon Emerald Version
Pokemon Firered Version
Pokemon Leafgreen Version

These are all of the easiest hacked ROM's, I recommend Firered and Ruby, as they are the easiest to edit for beginners

Tools:
TOOL's LINK (foreignese)
TOOL's LINK (english)

Those tools help you a lot, especially the Hex editors, which control the game basically. HEX EDITING IS NOT RECOMMENDED FOR BEGINNERS
